Executive Summary
This research brief analyzes publicly available geospatial datasets from local, state, and federal governments to provide high level insights regarding the locations of manufactured housing communities (MHCs) in Los Angeles County and their relationships to wildfire hazards.
From our analyses, we uncovered five major findings:
Hundreds of MHCs in Los Angeles County: There are approximately 584 MHCs in Los Angeles County. Of these, 487 are located in cities (incorporated areas) and 97 are located in unincorporated areas of the county.
Repeated Historic Fires: In Los Angeles County, 26% of MHCs are within a mile of an historic fire zone.
Varied Sources and Types of Wildfire Hazards: Examining wildfire risk, 12% of MHCs in Los Angeles County are located in wildland-urban interface (WUI) zones and 15% are located in CalFire’s fire hazard severity zones (FHSZs). For those MHCs in incorporated cities, 11% are located in FHSZs. However, the rate triples for MHCs in unincorporated areas of the county, to 35% of MHCs.
2025 LA Fires Impacts to MHCs: Three MHCs were directly impacted by the 2025 LA Fires, all impacted by the Palisades Fire. A total of 26 MHCs were impacted by evacuation notices as part of the 2025 Los Angeles Fires evacuation zones. All of these MHCs have recognized wildfire risks.
Multi-Hazards Assessment Beyond Wildfire: There are correlations between wildfire and landslide risk in Los Angeles County MHCs.
This is the first research brief of our collaborative research project with Neighborhood Partnership Housing Services. The larger project is tracking post-Palisades Fire recovery outcomes for three impacted manufactured housing communities in the Pacific Palisades.
